It’s Time To Scrap The Ludicrous and Moth-Eaten

 

HONOURS SYSTEM

[As is usual with New Labour over the past nine years they have had a pick and choose attitude to our Constitutional Heritage and invariably they have always made matters worse as is shown with the present stink coming from No 10 over the Honours and Contracts for Sale.]

ALL KINDS of ideas are being put forward to prevent the sort of sleaze that has been tearing the Labour Party apart during the past week.

 

Perhaps there should be a ceiling on loans and donations. Or maybe there should be

 

State Funding of Political Parties

-as exists in many other countries.

 

There is, however, a simpler course of action, which would reduce at a stroke the CORRUPTION, that lies at the HEART of our POLITICAL SYSTEM.

 

This would be to abolish the HONOURS SYSTEM, or at rate to get rid of LIFE PEERAGES and KNIGHTHOODS, which are craved by some rich men as eagerly as political parties, yearn for their money in return.

 

According to research carried out last year,

 

75%

-of the individuals who have given more than £50,000 to the Labour Party since 2001 have received an HONOUR.

 

Every donor who has handed over more than

 

£1,000,000

 

to the party has been given a PEERAGE or KNIGHTHOOD.

 

In two cases, donors have been rewarded with GOVERNMENT POSTS.

 

Some 80% of the money raised from individuals by New Labour has come from people whom have been HONOURED.

 

Four of the 12 businessmen who collectively made loans to New Labour of some

 

£14,000,000

 

were nominated for PEERAGES by TONY BLAIR, only to be blocked by the LORDS APPOINTMENTS COMMISSION.

 

This may not conclusively prove that the PRIMEMINSTER is selling PEERAGES -Scotland Yard is supposed to be looking into the matter - but, on the face of it, that seems to be exactly WHAT HE HAS BEEN DOING.

 

GIVE US SOME DOSH and we will give you a GONG:

 

-       that has been the rule of thumb for POLITICAL PARTIES for YEARS although Labour has taken the practice to new EXTREMES.

 

But none of the political parties - and the Lib Dems are far from being whiter than white- could sell KNIGHTHOODS or PEERAGES if they NO LONGER EXISTED.

 

This would not only eliminate a MAJOR SOURCE of CORRUPTION. It would be an enormous boon to

BRITISH SOCIETY.

 

Handing out PEERAGES once had a reasonable purpose. In the pre-democratic age, the process introduced NEW BLOOD into the TERRITORIAL ARISTOCRICY that then GOVERNED the COUNTRY.

 

KNIGHTHOODS were awarded too less wealthy BURGHERS to give them some STRATUS in LOCAL SOCIETY.

 

But the notion of perpetuating an aristocratic governing class obviously did not sit very happily with the idea of democracy.

 

In 1958, Harold Macmillan instigated LIFE PEERAGES, and since then only a handful of HEREDITARY TITLES have been bestowed. No one would argue, I think, that being a LIFE PEER made one an ARISTOCRAT in any meaningful sense.

 

FOR A TIME, the old aristocracy and the new LIFE PEERAGE constituted an effective SECOND CHAMBER until the NEW Labour Government for reasons of CLASS SPITE, decided to ABOLISH the RIGHT of all but 92 HEREDITARY PEERS to sit in the HOUSE OF LORDS.

 

Many hardworking and independent - minded aristocrats were thereby thrown on the scrap heap.

 

IN TRUTH, the retention of the OLD HOUSE OF LORDS was difficult to defend Intellectually. All one could say was that to a large extent it worked

What is unforgivable is that, having got rid of nearly all the HEREDITARY PEERS in 1999; the GOVERNMENT has put in place an incomparably worse system.

 

TONY BLAIR seems to envisage a new HOUSE OF LORDS, whose members are nominated, ideally by HIM and the LABOUR PARTY, as a REWARD for SERVICES, which may be PECUNIARY.

 

Since the old aristocracy has been deprived of even its lingering powers, and swept out of NATIONAL LIFE, one wonders what the conceivable point of LIFE PEERS might be.

 

On the one hand, they tend to lack the independence of mind and political traditions of some HEREDITARY ARISTOCRATS.

 

ON the other, they have no DEMOCRATIC MANDATE to sit in the HOUSE OF LORDS and to act as OUR LEGISLATORS.

 

[But then TONY BLAIR has made up his own rules as he has gone on -and on -and on - with NOTHING to DETER HIM. Where were OUR SAFEGUARDS - OUR CHECKS AND BALANCES which

OUR PARLIAMENT

 

should have

 

PROTECTED?

Members of the HOUSE are grossly overpaid and negligent of their duties when one realises what damage has been done to

OUR CONSTITUTION and this at a cost of each MP

£285,000 ]

Moreover, although there are doubtless many LIFE PEERS who have led distinguished lives, the CLUB is not one that many discriminating people would necessary want to join.

 

Increasingly it comprises ex-middle-ranking MINISTERS and former POLITICAL TOADIES, as well as businessmen (some of them New Labour benefactors) who have not always enjoyed exemplary careers.

 

The COINAGE of KNIGHTHOOD has been more farcically debased with former pop stars sharing the HONOUR with foul-mouthed football managers and superannuated POLITICIANS considered too hopeless even to be admitted to the HOUSE OF LORDS.

 

So why not get rid of the whole ludicrous and moth-eaten system?

 

 

One can see WHY this GOVERNMENT (like its predecessors) does not want to. The HONOURS SYSTEM provides it with ENORMOUS PATRONAGE.

 

Unbelievably, there are thousands of people who want to join these CLUBS, however demeaned they may have become, and who are happy to crawl to MINISTERS for the PRIVILEGE. And then, of course, the bestowal of HONOURS provides New Labour with a vital source of FINANCE.

 

But this is an undignified charade that the rest of us should reject. Other mature democracies maintain HONOURS that may be awarded for EXCEPTIONAL PUBLIC SERVICE or BRAVERY.

 

ONLY in Britain do we persist in keeping antiquated titles that sense in an age of chivalry and aristocratic government, but are utterly ridiculous when attached to POP STARS and FAILED POLITICIANS.

 

The eagerness of some people -often on the Left of POLITICS - to accept such empty baubles constantly amazes me. One can understand that the desire to be recognised by one’s PEERS is a powerful human motive. RECONITION BY A SELF_SERVING AND CORRUPT GOVERNMENT

Is surely not something people should be seeking in a grown-up DEMOCRACY?

 

Keep the lesser HONOURS -the OBEs and the MBEs -by all means since they do bring pleasure to ordinary, hardworking people, and are unlikely to be brought by anyone.

 

Nor do they invoke preposterous notions of deference and rank.

IT IS THE LIFE PEERAGES AND KNIGHTHOODS THAT SHOULD BE JETTISONED.

 

Then the Government could turn to fashioning a SECOND revising CHAMBER that had DEMOCRATIC LEGITIMACY.

 

This suggests to me that it will have to be ELECTED. IF the PUBLIC’S is to moan at the thought of yet another round of ELECTIONS, I am afraid the fault [AS USUAL] is the Government’s for getting rid of the

 

OLD-LARGELY EFFECTIVE HOUSE OF LORDS in the FIRST PLACE.

ABOLISH LIFE PEERAGES and you will remove a MAJOR CORRUPTION at the HEART of GOVERNMENT.

 

There will still be other temptations - several of the 14 NEW LABOUR benefactors may have been looking for GOVERNMENT CONTRACTS rather than PEERAGES-but the GREATEST CORRUPTION of all WILL HAVE GONE.

 

And, at the same time, we would also have a SOCIETY whose more successful members did not -like children - look to be rewarded by GOVERNMENT, yearning for bogus titles that emanate from another age.

 

BUT DON’T HOLD THE FRONT PAGE JUST YET.

If it is difficult to see New Labour under Gordon Brown adopting such a radical agenda, I can’t easily imagine David Cameron embracing it either.

 

It would take a real moderniser to jettison an HONOURS SYSTEM that gives so much POWER to the PRIME MINISTER of the DAY.
