Frank Field MP asks-When will Cameron play the EU card?

THE EU leaders attempt to foist a new constitution on their respective electorates offers both Gordon Brown and David Cameron their real chance to impose their image on the politics of the post-Blair era. BOTH LEADERS HAVE SO FAR STUMBLED. There are two central issues the Prime Minister has to face and he shows that he is fully aware of BOTH THE FIRST is the degree to which this new treaty/constitution transfers even greater sovereignty to the EUROPEAN UNION. THE SECOND is the degree to which his stance on the constitution reinforces the image he is anxious to portray as a great decentraliser of POLITICAL POWER. The sovereignty issue is quite clear cut. It is not simply a question of 90 or 95 per cent of the treaty being identical to the [NEW EU] CONSTITUTION REJECTED by the French and Dutch voters. Nor is it simply a question of accepting the assertion by the Spanish Foreign Minister Miguel Angel Moratinos, that it is the wrapping THAT HAS BEEN CHANGED NOT THE CONTENT. Sovereignty is to be transferred in the most fundamental way. UNDER the TREATY the EU will assume LEGAL PERSONALITY [AS THE EU BECOMES A STATE SO ENGLAND WILL LOSE HER NATIONHOOD.] As a consequence it will be the EUROPEAN UNION and NOT the MEMBER STATES, that will sign INTERNATIONAL AGREEMENTS ON FOREIGN POLICY DEFENCE CRIME AND JUDICIAL MATTERS.
The European Union will begin to take on the appearance of a separate country in all BUT NAME. The outward visible sign of the fundamental change will be the appointment of a EUROPEAN FOREIGN MINISTER speaking on behalf of what were once MEMBER STATES.

It is true that in the first instance the EUROPEAN FOREIGN SECRETARY will be given a different TITLE But titles, to quote the Spanish Foreign Minister again, will be part of the wrapping. This decisive shift in power will all too quickly be followed by the EUROPEAN UNION TAKING BRITAIN'S SEAT AT THE UN SECURITY COUNCIL. [How have the once mighty fallen?] The polls show that an overwhelming majority of the PUBLIC are sceptical about the TREATY and are waiting to have their say on whether BRITAIN'S IDENTITY should be changed in this FUNDAMENTAL WAY [The foundation of the Ancient English Constitution] Here is the second difficulty for Prime Minister Brown about which he is also too well aware. Those statements by the previous Cabinet Secretary , Lord Turnbull, that the Prime Minister-elect, as he then was, had Stalinistic tendencies have clearly hit home. Much of the new mood music of the past four weeks has been that, far from being Stalinist, the new Prime Minister is a pluralist, almost to the point of fanaticism, in his wish to delegate authority away from the centre. So far the most eye-catching initiative on this front has been to cast the CHURCH OF ENGLAND adrift. No 10 wishes to divest itself of having any say whatsoever in the appointment of Anglican Bishops. And while such a move might be welcoming among C of E activists, I cannot believe that the voters will buy this meagre package as a substitute for being denied a direct say ON THE FUTURE OF OUR COUNTRY. That the Prime Minister has been under little pressure on this front owes practically everything to the stumbling response of the [so-called] OPPOSITION who do not seem to appreciate that here, at least, is an issue on which it can create the political weather. And while David Cameron has found some of the right words to denounce the TREATY he has NOT SERIOUSLY ENGAGED THE PRIME MINISTER ON THIS ISSUE
[Well as we have said on many occasions since the leadership election of David Cameron we considered that he was a cloned version of Tony Blair a Pro-EU fanatic and though he has made some feeble utterances recently for a REFERENDUM [telegraph.co.uk/eureferendum] he has not pushed home this matter with energy and purpose. We identified him early on as a possible Bilderberger - as is Kenneth Clarke and no doubt others in his party. We have the LibDem politician and once dictator of KOSOVO Paddy Ashdown who admitted he was a member a number of years ago.] The POLITICS of the TREATY would be TRANSFORMED if DAVID CAMERON committed his PARTY unequivocally to the following stance. The Prime Minister keeps teasing him with the possibility of an election this year. Cameron's response should be to snatch up the gauntlet by declaring that, if an election was held during this year or next, he would commit a Cameron Government to HOLDING A REFERENDUM ON THE TREATY. [possibly Mr Brown knows that Mr Cameron is a closet European who finds himself with a dilemma .He wants to win the forthcoming election but he appears unwilling or possibly unable to act as he would wish as it might prejudice his future ambitions in EUROPE?] As the parliament can run to 2010 it would be unrealistic not to time-limit such a pledge. But the EUROPEAN ELECTIONS if early 2009 offer a clear cut-off point. At that point the election to the EUROPEAN PARLIAMENT would itself become a REFERENDUM. They would be truly horrendous if Labour went into those EUROPEAN ELECTIONS denying a direct say on the TREATY -that was being PROMISED BY THE OPPOSITION.[?] Gordon Brown would never let the scenario develop. Nor would he call an election with the Tories giving a REFERENDUM [telegraph.co.uk/eureferendum] pledge not equalled by one from the governing party. Either the election in the foreseeable future would be off, or a pledge made. And Cameron would be seen to be making the political weather. The most likely scenario in the circumstances would be that Gordon Brown rediscovered the sceptical attitude to the EUROPEAN PROJECT that was so pronounced when Tony Blair was Prime Minister. Some of us believe that all too much of that scepticism was based on the fact that BLAIR was so PRO-EUROPE
Again the referendum pledge WOULD SMOKE THE PRIME MINISTER OUT. Whatever the outcome the OPPOSITION would show that it can influence events -the most any OPPOSITION can achieve. And those people who put LOVE OF COUNTRY ABOVE PARTY LOYALTY WOULD BE WELL SATISFIED. The Prime Minister's response has been to hide the issues so far as possible. THIS IS EXPECTED BUT why is David Cameron so reluctant to show his REFERENDUM [telegraph.co.uk/eureferendum] card in the long game of political poker with the PM, to which his position inevitably commits him?
